为全面建成小康社会、全面深化改革、全面依法治县、全面从严治党,切实增强直接联系群众工作实效,根据县委、县政府《2016年“挂包帮”精准扶贫工作要点》文件精神,县安监局将进一步转变干部作风,密切干群关系,带着感情与责任,扑下身子,深入铁厂乡村,扎实开展挂联帮扶精准扶贫工作,切实推动定点帮扶精准扶贫工作,按时按质完成精准扶贫目标任务,结合安全监管工作实际,特制定我局2016年度如下“挂包帮”精准扶贫工作计划。

一、指导思想

坚持以党的十八届三中、四中全会和省市县全委会精神为指导,深入实施省委“三大发展战略”、市委“统筹城乡、追赶跨越、加快发展”、县委“三区一城”建设决策部署,扎实推进“走基层”、“双联”、“十联”活动,以充分调动群众的积极性、创造性和参与性,以产业培育为重点,以基层组织阵地建设和基础设施建设为突破,着力破解制约贫困村经济发展的瓶颈因素,切实改善贫困群众的生产生活条件,进一步提升公共服务水平、增加农民收入、优化农村环境,全面推进方山坪村物质文明、精神文明、政治文明协调健康发展,实现贫困村、贫困户脱贫摘帽。

二、村情社貌

村地处铁厂乡西北部,平均海拔1200米,幅员面积12平方公里,距乡政府驻地15公里,辖4个农业合作社65户247人,有劳动人口72人,常年在外务工40人左右。 以喀斯特地貌为主,土地贫瘠,有耕地238亩,均属于低产田土,主产玉米、薯类等农作物。2016年,农作物总面积580亩,(其中经济作物种植面积140亩),人均占有粮食390公斤。村民经济收入以劳务输出、传统农业、金银花和干果为主。2016年,全村实现社会总产值74万元,其中农业总产值30万元,农民人均纯收入2180元;有建卡贫困户30户97人。

已实现户户通电;使用移动或者固定电话32户;无小学校点和村卫生站,上学就医需要到15公里的铁厂乡街道;全村饮水困难户35户,饮水困难人口123人,饮水困难牲畜数700头(只)。

面临的主要困难和问题:

1、产业发展尚未起步,农民增收难。目前村级集体经济收入为零,没有产业或发展项目。

2、交通条件差,信息闭塞。村位于边远高寒山区。由于多种原因,村委会所在地仍未通公路,只有靠近场镇至林场公路的1社已建2.8公里泥碎公路,解决20户78人出行难题。但由于路况很差,运输能力极为低下,多数村民仍然走山路出行,靠肩挑背磨运物品,村民的生产生活极为不便,严重制约了当地经济的发展。

3、旱灾、泥石流或山体滑坡等自然灾害频繁,因灾致贫和返贫几率大。

三、帮扶内容

(一)新居建设。严格按照县级要求,尊重农户意愿,结合本村实际,融合巴山特色,协助科学规划聚居点1处,争取30户农户入住。

(二)基础设施建设。一是协助实施2.8公里村道路硬化工程,争取新建6公里村道路,彻底解决全村行路难的问题。二是协助实施安全饮水项目。三是协助实施庭院建设,居住环境进一步提升。

(三)特色产业。鼓励大户通过租赁等形式,整合丰富的林地资源,发展草食性牲畜(牛、羊)和小家禽(鸡)。通过项目扶持,设计建设产业环线代村社公路,鼓励农户利用台

院地和荒坡,发展核桃、板栗等干果,套植银花,连块成片,规模规范栽植,形成干果银花带,促进村民增收脱贫。

(四)公共服务建设。协助新建村级活动场所一处,达到八有标准,实现“1+6”功能。协助建设村卫生站1所,配齐医护人员,方便群众就近就医。

(五)能力提升工程。用活远程教育平台,通过专家、农技人员现场讲解、在线培训等方式,大力实施劳务培训和技术培训,争取开展5次以上的培训,惠及全村。

(六)生态环境建设。协助加大对破寨子地质灾害点的防治工作,积极协助开展全村238亩土地整理,进一步提高土地使用率。协助全村新建10个垃圾集中堆放池,创建和谐美丽乡村。

四、帮扶举措

(一)切实加强基层组织建设。一是充分发挥党支部的战斗堡垒作用。按照“党建带扶贫、扶贫促党建”的要求,对照“一好双强”标准,加强党员队伍建设,吸引致富能手、知识青年、返乡务工人员、成功人士等加入党组织,注重支部书记的选拔和培养。充分发挥党员干部在投资筹劳中的示范作用,主体作用以及参与项目建设的监管作用、发展致富产业的带动作用,真正成为群众增收致富的领路人。二是充分发挥村民委员会的自治作用。发挥好村委会在调动群众积极参与方面的作用,健全和完善村民自治工作机制,强化自治作用,建立一套有效推进扶贫项目实施、开展精准扶贫、群众筹资投劳、项目建设监管等方面的村规民约,让群众意识到扶贫开发是自己的事,主动参与到扶贫开发中来。三是充分发挥其他组织的带动作用。进一步做大做实群团组织、协会、专业合作社、业主管理委员会等各类基层组织,发挥他们在产业带动、吸纳贫困群众就近务工、信息服务等方面的作用。

(二)整合部门资源优势,最大限度基础资金扶持。坚持统筹发展理念,政府组织领导,部门各司其职,社会市场协同。整合部门资源优势,最大限度基础资金扶持,按照精准扶贫要求,对建卡贫困户制定帮扶方案,在产业发展、能力提升等方面给予扶持,确保贫困群众增收致富,稳定脱贫。

(三)深入宣传发动,充分发动群众主动参与的积极性。始终突出农民的受益主体和建设主体地位,深入发动和依靠群众,保障群众的知情权、参与权、监督权和决策权,激发群众的建设热情。注重民主和群众监督,无论是项目的选定还是项目的建设,充分尊重群众的意愿,实行民主决策、民主建设;广泛开展群众监督,项目建设的全过程、项目资金使用的全过程实行公开、公示,实现阳光作业。

(四)创新产业扶贫机制,发挥市场主体作用,增强产业助农增收活力。根据村有种植银耳的习惯和技术优势,依托耳林资源,大力发展银耳产业。实行公司+专业合作社+农户的发展模式,组织农户参加专业合作社,推行股份制经营模式,帮助贫困群众持续增收致富。

(五)强化组织领导,确保帮扶取得明显成效。为取得活动实效,局成立以党组书记、局长同志任组长;党组成员、副局长为副组长;党组成员、纪检组长,党组成员、副局长,党组成员、工会主任为成员的“挂包帮”领导小组。并下派局党支部书记、应急办主任同志到乡村担任驻村干部,坚持将活动纳入局的重要工作内容,与中心工作和业务工作一同研究、一同部署、一同检查,努力推进活动深入开展。

五、工作纪律

1.不干预村“两委”正常工作,不插手和干预村工程建设。

2.帮扶中严格遵守各项工作纪律,不做有损干部形象的事,维护良好的安监形象和干群关系。

3.驻村干部要按照县上的统一要求,定期深入农户开展帮扶活动,既要当好服务员,又

要当好联络员,及时收集社情民意,加强与乡、村、社和单位的沟通联系,努力推进挂包帮精准扶贫活动取得新实效。

1、村两委和驻村工作组要以高度的责任感,充分认识做好精准扶贫结对帮扶工作的重要性、复杂性和艰巨性,将此项工作列入重要议事日程,负责本村精确扶贫结对帮扶工作的组织协调和落实,确保精准扶贫结对帮扶工作不走样。

2、要积极协调、精心安排,积极争取部门支持,帮助种植户协调贴息贷款和产业扶贫项目资金,切实解决帮扶计划中需要解决的困难和问题。

为了切实改变方里村村民王会民的贫困现状,加快脱贫 致富步伐,与全县人民一道共同达到小康水平,根据精准帮扶的有关文件要求,我于2016 年3月28 日,深入方里村三组村民王会民家了解情况,现根据方里村发展规划、结合 王会民家庭实际,特制订如下 帮扶计划:

一、基本情况 贫困户王会民,龙高镇镇 方里村三组村民,全家 6 口人, 房屋5间(新建房屋),耕地面积9亩,家庭简单实用家具及生产用具基本齐全。现有主要劳动力 2 人,家庭经济收入主要依靠儿子在外打工获取。 户主:王会民,54 岁,在家务农。 妻子: ,48 岁,文盲,在家务农。 两个儿子、儿媳均在外打工,并建有新房。两个孙女,一个4岁,一个2岁。

二、贫困原因1、家庭整体文化素质不高,接受农业科技和新生事 物的能力较弱; 2、家庭劳动力少,经济收入主要依靠种植或外出务工为主; 3、种植单一, 没有经济作物,所种小麦、玉米、蔬菜仅能维持生计;4、两位老人,一个智障,一个常年患病,医药费用支出较大,家庭主要因病致贫; 5、两个孙女均年幼,家庭拖累较重。

三、帮扶计划及时间安排 经过前期的入户对接、建档立卡,初步了解了家庭 的实际情况及存在的具体困难,并对2016 年的帮联任务 进行了梳理,具体时间安排如下:

1、 3月—6 月:深入帮扶农户,了解实际情况,认 真调查研

究,制定帮扶计划;

2、7 月—8 月:进行思想帮扶,不定期的对其家庭 成员进行心理疏导,帮助其重塑信心,使帮扶对象能以 积极的心态面对生活; 3、9 月—10 月:赠送有关农业科技等方面的有关书 籍,通过看书、电视、网络等多种方法寻找致富门路, 搜集致富信息; 4、11 月—12 月:宣传低保、五保、粮食直补、计 划生育优惠和农村合作医疗等各类优惠政策,积极与合疗办衔接,让其享受合疗的政策;

5、经常入户了解家庭的变化及发展情况,做到及时 排除家庭中遇到的困难和问题。

总之,对王会民家的帮扶是一个长期的过程,不能一蹴而就,也不能靠单纯的输血而解决贫困问题。因此通过对该家庭的全面了解,掌握其家庭的实际情况后,帮助其掌握自力更生、艰苦创业、勤劳致富的本领,充分发挥其自身优势,发展种植、养殖,力争做大做强, 力争在3年时间里帮助王会民家走上幸福小康之路。

You are what you eat. This saying has provided scientists with clues(线索)about the diet of hominids—our early relatives of 3 million years ago.

Studying carbon atoms(碳原子)locked up in tooth enamel(珐琅质),two researchers argue against the widely held belief that hominids ate little more than fruits and leaves. Sponheimer and Julia Lee-Thorp of the University of Cape Tomn, South Africa, report their findings in Friday’s Science.

There aren’t many clues for us to know the life of early hominids. The shape of hominids’ teeth offered the first clues. Large and flat-edged with thick enamel, they looked perfect for eating nuts and fruits, different from the sharp teeth one would want to tear into meat with. The first stone tools. Which would help in eating meat, didn’t appear until about half a million years later.

Scientists have also found marks on hominids’ teeth with patterns very similar to those on the teeth of modern-day fruit eaters. Sponheimer and Lee-Thorp tried a new method, looking at the chemical composition of the tooth enamel. They studied the enamel for the carbon-13. Ani-mals that eat grasses have higher carbon-13 levels than those eating fruits and other plants.

What they found was that the teeth of the hominids had an in-between amount of carbon-13, which meant not only they were eating fruits, they were eating a lot of grasses, or animals eating grasses. The lower carbon-13 levels could also come from eating certain types of insects(昆虫)。

But there are people who understand differently. Prof. Ungar of the University of Arkansas agrees the study offers new suggestions of hominid diet, but disagrees about the suggestion that meat could explain the lower carbon-13 levels.

One suggestion might be true though— take good care of your teeth. In 3 million years, a scientist might be using them to figure out what you ate for dinner.

一、**村基本情况

**村村地处**镇西北部,距离离**圩3公里。全村共有有17个村民小组,总户数数528户,人口22466人,有劳动力1010人人。现有村“两委”干部55人,“两小”组长17人人,村级后备干部人,下设设党小组2个,党员31名名,其中女党员3名。全村村共有国土面积13平方公公里,耕地面积 12355.4 亩,其中水田9660亩、旱地275.4亩亩,人均耕地面积 0.555亩;山地32580亩亩,人均山地面积 14..5亩,主导产业主要有生生姜 、蜂蜜、烟叶、茶油油等。全村目前有建档立卡卡贫困户102户357人人,分别占总户数、总人口口的19%、16%,其中中:扶贫开发户45户2000人,扶贫低保户1户55人、纯低保户 52户1149人、五保户4户5人人。

一、去年工作开展情况

(一)精心准备,全力保障对口帮扶工作开展

全旗委、政府高度重视京蒙区域合作工作的开展,为了确保帮扶合作能够开好局、起好步,精心谋划,做了大量前期准备工作。一是多次组织相关部门召开专项会议,研究部署帮扶工作具体事宜。二是成立了以旗委书记、旗长为组长、各相关单位为成员的帮扶对接工作领导小组,并下设了办公室,及时协调处理对口帮扶相关工作。三是认真安排好挂职干部的食、住、行。按照市委、市政府的要求,及时明确了挂职干部的职位、责任、权利,并对挂职干部的吃、住、行等方面做了妥善安排,提供了良好的生活服务保障。

(二)抢抓时间,及时开展两地走访对接工作

认真贯彻落实自治区及市京蒙对口帮扶合作会议精神,强化与区沟通了解,建立了坚实有效的合作基础,及早地促成了帮扶合作工作的有序开展。积极主动与北京区沟通联系,先后开展了3次走访对接活动,并签订了《全旗与区对口帮扶战略合作框架协议》,协议涉及产业发展、公共服务、生态建设3大领域11个方面,对推动全旗经济社会的快速发展带来了新的机遇。与此同时,走访对接期间,两地相关部门进行了深入交流,为对口帮扶及区域合作工作奠定了坚实基础。

(三)精心部署,帮扶合作工作成效明显

对口帮扶工作累计投入各类资金1200多万元用于我旗的公共服务体系建设。其中,人员培训方面,顺利启动了人员培训计划,培训基层卫生系统工作人员15名、教育系统教师45名。劳务输出方面,在我旗成功举办了首届企业招工暨职业院校招生洽谈会,区4家企业携700余个工作岗位参加了洽谈会,达成意向性协议103份。扶贫助困工作方面,北京市、区两级民政部门,根据我旗的实际困难,先后在扶贫助困方面捐助物资100余万元。医疗卫生交流合作方面,区卫生部门组织10名医疗卫生领域专家,赴我旗开展义诊活动。同时,向我旗捐赠远程会诊系统1套、救护车1辆及相关医疗设备和药品,总价值100余万元。商贸合作方面,区商委领导率区内最大连锁企业——大星发商贸有限公司负责人一行来我旗就农畜产品入怀销售事宜进行了洽谈,并达成了合作意向。特别是今年冬季,针对我旗马铃薯滞销问题,为我旗代销马铃薯16万斤。文化事业领域方面,两地高度重视文化产业发展、人才资源交流以及区域特色文化活动的互动,针对我旗图书影像资源缺乏的情况,为我旗赠送了价值20余万元的图书及10万元现金。重点帮扶项目方面,今年,区与我旗对口帮扶项目2项,分别是新建第二幼儿园项目和旗医院医疗设备购置项目,共获批帮扶资金880万元。其中,第二幼儿园帮扶资金580万元,旗医院设备采购帮扶资金300万元。截至目前,项目资金已全部到位,其中幼儿园项目基础工程基本完工;医院设备采购项目已完成专家设备采购目录评审,目前正在进行设备采购。

二、今年及今后工作思路

一是积极争取京蒙对口帮扶重点项目。继续积极主动与对口帮扶地区、部门加强联系与对接,进一步争取帮扶项目和资金。明年拟争取杜蒙肉羊良种扩繁建设项目、旗蒙中医院项目和乌兰花镇第三幼儿园建设项目。我旗将严格按照《乌兰察布市关于对口帮扶资金使用管理办法》规定,做好项目的实施、督查工作,使项目资金发挥效益最大化。

二是继续加大社会公益事业合作。在今年人员培训、民政帮扶、文化交流、劳务输出等领域合作初见成效的基础上,进一步加强并扩大两地间区域合作,促使帮扶合作工作向广泛、纵深发展。

三是加强支持产业服务项目的建设合作。立足我旗产业优势,重点以马铃薯产销、杜蒙杂交肉羊改良为突破口,引进北京都市现代农业产业发展理念,依托北京方面的科技优势,通过赴京学习参观考察,引进试点组建农业产销合作社、专业协会等现代农业发展模式。同时,积极协调北京中央农贸批发市场等大型农贸企业、连锁超市,进一步开辟我旗农畜产品销售市场,促进我旗农畜产品营销体系建设,推动全旗农牧业健康稳步发展。在旅游业发展方面,进一步加强合作,借助区旅游规划专业设计人才资源,对我旗旅游资源进行整体规划,进一步挖掘和提升我旗具有民族特色和地域特色旅游业的品位、档次。通过项目建设计划引进北京有资金、人才实力的大型影视产业企业来我旗进行合作兴建集影视拍摄、旅游观光一体的文化产业发展基地,创建草原民族文化产业项目。

四是继续加大招商引资力度,促进地区经济发展。立足我旗的资源优势,准确把握政策导向,敏锐捕捉信息,围绕旗内重点项目和产业,加强在资源勘探、煤、石油、化工等能源方面的合作,探索多渠道融资、多形式合作的路子,大力开展招商引资、项目推介等宣传活动,努力拓宽招商引资渠道,全力促进我旗经济社会发展。

三、建议

对口帮扶工作涉及领域宽,层次深,为了更持久、更深入、更有效推进对口帮扶工作,在我旗与区两地沟通合作的基础上,希望市委、市政府给予大力支持与帮助。

一是市级行业主管部门加强与旗县的纵向联系,实现信息资源共享,强化对旗县帮扶合作工作的指导。
